Meet the Staff

Mission Statement
"To provide efficient and effective coordination of resources in the mitigation of; planning and preparation for; response to and recovery from emergencies and disasters for all residents of Shelby County Tennessee."

The Memphis / Shelby County Emergency Management Agency is the central point of contact for a wide range of emergency management activities. Among those are the coordination of policies and procedures regarding the execution of all major emergency and disaster operations within all of Shelby County. This office coordinates all actions taken by city and county governments to mitigate, plan, organize, and prepare for the saving of lives, protection of property, and the recovery from the effects of an emergency, disaster or catastrophe. We now proudly introduce you to the members of our staff. These are the people who work so hard to make our program a success.

Responsible for the coordination of all actions within Memphis and Shelby County which involve preparing for, responding to, recovering from and mitigating the impact of crisis, major emergencies and disasters.

Oversees the activities of Operations Officers who staff EOC's 24-hour, seven-day-a-week dispatch operations.



Planning Officer

Develops, coordinates, and maintains the MSCEMA's emergency operations plan, hazard analyses, multi-year development plans and mitigation plan. Is responsible for coordination of mitigation activities in Memphis and Shelby County.



Acting Training Officer/Reserve Program Coordinator

Responsible for the development, coordination, and administering an all hazard awareness and training program to keep Memphis and Shelby County residents apprised of the procedures and actions to be implemented in a disaster emergency.



Exercise/Interim Planning Officer

Develops and manages emergency drills and exercises in the Memphis and Shelby County area which includes acting as liaison with other agencies and counties/states during their exercises.

Provides support for Director and staff on all current projects. Responsible for official administrative correspondence, mail, and records. Coordinates and monitors all EOC visitor access, activity, meeting schedules, special events and public presentations.

EOC Activation Level 1

Current Activation Level

Level 1: Monitoring - Level 1 is typical day to day "monitoring" phase. Notifications will be made to those agencies and Emergency Support Functions who would need to take action as part of their everyday responsibilities. The Emergency Operations Center will be staffed with Emergency Management staff.
